Ripple and Robinhood deal takes center stage at Swell; Bessent appearance reported
Ripple’s expanded relationship with Robinhood ties RLUSD access to planned treasury and financing services. Separately, a report says U.S. Treasury Secretary Scott Bessent appeared at Ripple Swell. The product plans are concrete, but no official Treasury statement or transcript confirms Bessent’s reported appearance.
- RLUSD is available on Robinhood Chain and Bitstamp by Robinhood; an in-app launch was expected before year-end 2026.
- Robinhood plans to use Ripple Treasury for business cash management and Ripple Prime for institutional financing.
- Ripple says its national trust bank received final OCC approval, but its opening and operational arrangements remain separate questions.
- U.Today reported Bessent appeared at Swell; the report cited no transcript or official Treasury confirmation.
A reported appearance, not an endorsement
U.Today reported that Bessent appeared alongside Ripple CEO Brad Garlinghouse at Swell 2026, held October 27-29 at The Shed in Manhattan. The outlet also reported more than 1, 500 participants and over 100 speakers.
This is a secondary-source account, not an official confirmation. No Treasury statement, conference record or verified transcript accompanies the report. There is no firm basis for describing Bessent’s remarks or treating his reported presence as an endorsement of Ripple, XRP or RLUSD.
Ripple’s conference program covered institutional finance, the XRP Ledger (XRPL) and blockchain research. Swell was combined with Apex, a developer-focused event, and UBRI Connect, which serves Ripple’s university research network. The conference website advertised more than 1, 500 attendees, over 80 sessions and more than 100 speakers. A higher “150-plus” speaker count has also circulated, but it does not match the figure on the accessible event homepage.
The program’s institutional focus included a scheduled discussion with Robinhood executive Johann Kerbrat and Ripple President Monica Long, plus a session on trading, liquidity and settlement featuring representatives from BNY and Tradeweb. Those names show an effort to bring crypto and traditional finance into the same room. They do not, by themselves, demonstrate widespread adoption of Ripple’s services.
Robinhood partnership reaches beyond trading
According to the companies’ announcement, RLUSD is available on Robinhood Chain and Bitstamp by Robinhood. That does not mean the stablecoin is already available inside the Robinhood app. An in-app launch was expected before year-end 2026. The companies also said institutional settlement would use RLUSD on the XRP Ledger.
Robinhood Chain is the platform named in the announcement, which does not explain its technical relationship to Robinhood’s app. RLUSD is a dollar-referenced stablecoin, a digital token designed to maintain a value tied to the U.S. dollar. Its practical use depends on where it can be used and transferred, not just where it is listed.
“Utility is what moves stablecoins forward, ” Robinhood executive Johann Kerbrat said.
One planned use is Robinhood’s internal treasury management. The company plans to integrate Ripple Treasury for cash and liquidity management, forecasting, payments, risk management and intercompany netting. Netting means offsetting amounts owed between parts of a company, which can reduce the number of separate payments needed.
The companies also announced lending and margin financing across roughly 20 digital assets through Ripple Prime. Prime clients can trade spot on Bitstamp, while support for perpetual futures was planned for later in 2026. Perpetual futures are contracts with no fixed expiry date. That support was planned, not described as already live.
Robinhood cited 28.6 million funded customers globally. That figure does not show how many will use RLUSD or which customers will qualify for each service. Neither company disclosed the partnership’s contract value or a revenue target.
Ripple President Monica Long described the partnership as spanning “customer-facing offerings and core financial operations.”
The partnership is broad, but the commercial picture is incomplete. Launch timing, customer access and uptake will matter more than the headline customer count.
What Ripple says its national trust bank will do
In an October 26, 2026 announcement, Ripple said the Office of the Comptroller of the Currency (OCC) had granted final approval for Ripple National Trust Bank, following conditional approval in December 2025. Approval and the ability to begin operating are separate matters. Ripple said the bank would continue working with the OCC and New York regulators as it begins operations. The OCC order itself was not included in the materials accompanying Ripple’s announcement.
Ripple said the bank’s approved activities include managing segregated RLUSD reserves, acting as collateral trustee for holders and providing fiduciary digital-asset custody. Segregated reserves are assets kept apart from other funds. A collateral trustee holds or administers assets for people with a claim on them. Fiduciary custody means holding assets under a duty to act in the interests of the relevant beneficiaries. Ripple said custody authority would be available once the bank opens.
According to Ripple, the new bank will not replace RLUSD’s issuer. Standard Custody & Trust Company, a New York-regulated limited-purpose trust company, will continue issuing the stablecoin. Ripple identifies BNY as RLUSD’s primary reserve custodian. A custodian holds assets, while the bank’s proposed reserve-management role is described separately. Ripple has not explained how those arrangements will work in practice.
Ripple says RLUSD is backed by dollar deposits, U.S. government securities and cash equivalents. It also says the company publishes monthly independent third-party attestations covering reserves and circulating supply. An attestation reports on specified information or assets. It is not automatically a full financial-statement audit. The announcement does not detail the reports’ scope or methodology, so their existence alone does not establish the reserves’ quality or liquidity.
Aviva’s tokenized fund share, with the distinction that matters
On October 26, Aviva Investors launched a tokenized share class of its Sterling Liquidity Fund on the XRP Ledger, with £50 million committed to the offering, according to the announcement. The £22 billion figure refers to the fund’s conventional portfolio, not assets moved onto the blockchain. BNY Mellon remains custodian of the underlying fund assets.
A tokenized share class represents fund shares digitally. It does not necessarily put the fund’s investments on-chain. Aviva’s arrangement has been described as a “digital-twin” structure, but the available details do not explain how it works. The launch shows a tokenized access model being used for a fund, not a wholesale transfer of conventional fund custody to a blockchain.

Partnerships are a start; execution is the test
The Robinhood agreement matters more than a conference appearance if its planned services launch and attract real users. It connects a retail-facing platform with treasury operations and institutional financing. But the announcements leave key details unanswered, including customer eligibility, uptake and commercial terms.
“For years, we’ve said crypto and banks work better together, ” Ripple CEO Brad Garlinghouse said.
They can. But collaboration does not remove the need to scrutinize reserve reporting, custody, regulatory scope and product risks. The real test is whether the services work as promised and give customers a clear reason to use them, not how many prominent names appear on a conference program.
